Mass was 2000 kg launch, 1149 kg BOL, 895 dry. The LMT/E Windsor satellite was 3.2 x 2.3 x 2.1 m with 20.7m span. 3F5 will be stationed at 25E. On Feb 9 the apogee motor was fired; on Feb 25 it was placed on station at 28E for testing. On Mar 5 it moved out and began to drift to 25E, IND-W (IOR-W). In circa 2005 the satellite was used for the EGNOS navigation system.

In 2016 the satellite was moved to 54W. This was reported to the UN in A/AC.105/1118 but the date of the move was not given; in fact the satellite left 25E on 2015 Dec 17 and arrived at 54W on 2016 Feb 12.
