Kosmos-406 was launched on 1971 Apr 14 on a 10 day mission from Plesetsk with no large orbit changes. The first TLE for 29D is on Apr 21, 3 days before recovery. The engine may have separated at the same time.

Ofeq 1

'Ofeq 1 was a spin stabilized polygonal cylinder built for the Israeli Space Agency by Israel Aircraft Industries MBT's Space Technology Directorate (STD). It was launched by the Shavit rocket from Palamchin Beach Air Force Base on 1988 Sep 19. Launch was carried out almost due west over the Mediterranean to avoid overflight of Arab countries, and the satellite entered a highly retrograde orbit with an inclination of 143 degrees.
