UHF F/O F7 was launched on 1996 Jul 25 by Atlas 2; it was the last of the Block II UHF F/O satellites. It was placed in a subsynchronous transfer orbit by the Centaur stage, and between Jul 27 and Jul 29 made its first apogee burn to raise its orbit.

The payload was the first in the UHF series to use advanced multi-chip modules to increase the EHF capacity,replacing the SHF payload.

Mass is 1360 kg BOL, 3019 kg launch; span is 18.3 m.

Its first attempt to dock with Kvant on Aug 27 failed; on the second attempt it actually hit the Kvant module at least two times. A last ditch third attempt with teleoperated control by Malenchenko aboard the station was a success.
