ETS-8 tested mobile hand held satellite telephone technology. The DS-2000 bus satellite has two large deployable 19 x 16 m phased array antennas. Mitsubishi Electric is prime with NEC. Span is 40m across solar panels, 37m across antennae, height 19m?. Bus is 7.3 x 2.4 x 2.5m, box + 2 panels + 2 dishes. Mass is 5800 kg launch, 2800 kg BOL, 1100 kg payload. Has a 500N MMH/MON-3 R-4D-11-300 apogee engine and a 25mN ion engine for NSSK.

ETS-8 is a NASDA program, but was developed by CRL (Communications Research Lab, Tokyo). CRL was part of MPT (Min of Post and Telecom) until 1999 but became independent in 2001. It is now the National Institute of Comms Tech (NiCT). ETS-8 is a JAX/NICT/NTT (Nippon Telephone and Telegraph) project.

The H2A 204 carried four SRB-A strapons for the first time.
