The satellite's orbit was raised on around rev 10 (or perhaps rev 4), implying a possible failure. RAE indicates the orbit change happened around Dec 13 0500 UTC, but the separated radar was cataloged with first TLE at 0033 UTC (although I suppose it could be an mis-ID). Orbit comparison suggests a burn at Dec 12 1719 UTC might be a better solution, although Dec 13 0357 UTC is also possible and more consistent with other analysts.
