Following the Scout failures and pending the development of Burner 1, two Thor Agenas were transferred from CORONA; the powerful rockets could launch two Block I satellites at a time.

The first dual launch was on 1964 Jan 19, using a standard Thor Agena D. Agena stage 2303 made two burns to a sun-synchronous orbit and ejected the two payloads.
