The first 17F45 Meteor-3 satellite, Meteor-3 No. 1, was launched on 1984 Nov 27. However, the S5M upper stage failed to restart at apogee to circularize the orbit, and the failed mission was announced as Kosmos-1612. Mass was 1750 kg.
