11F654M Uragan satellite 794. The first set launched with a Briz-M upper stage, with the Proton third stage suborbital and falling in the Pacific. The first Briz burn lasted 24 minutes, with orbit achieved a full 35 min after liftoff. Briz-M no. 88506 was used.
